*Identification: Checking and verifying the signers identify is critical step in performing a notarial service. Some people may view it as a nuisance, but it’s performed to safeguard against fraud.
Virginia law requires that a signer be identified either by personal knowledge or one or more of the following (Unexpired) documents:
United States Passport
U.S. Passport Card
Certificate of United States Citizenship
Certificate of Naturalization
Foreign Passport
Alien Registration Card with Photograph
State-issued Driver’s License
State-issued Identification Card

*Competency and Comprehension: Every signer must demonstrate a willingness to sign the documents without coercion. He/she must also be aware of what they are signing and understand the significance of the transaction. Documents cannot be notarized if there is any cognitive impairment.

Any documents which have been signed out of the presence of the notary.
Any documents from Vital Records (birth certificates, death certificates, marriage certificates, and divorce decrees), documents from a court, documents from the State Corporation Commission or Federal government documents. Such documents require an ink signature and date by the Registrar or Deputy Registrar of Vital Records or an ink signature and date by the Clerk of the Court or a signature by the Clerk of the State Corporation Commission. Federal documents can be copied and notarized by a Virginia notary as a true copy of the original document (such as copies of a passport, or an Immigration search report).
We reserve the right to refuse notarizing any document where the signer's mental capacity is in question.
